The third Doctor was forever playing that card. Pretty much his catchphrase, in fact. Supposedly Pertwee loved the line "reverse the polarity of the neutron flow" when it cropped up in one script and asked if he could use it more often.
In fact, there's plenty of argument that it entered common useage as technobabble more through Doctor Who's repeated usage of it than the one time it cropped up in Star Trek.
